　　本文对改革开放以来中国科技体制的演变过程做了简要的回顾，其中我们以一些关键性的政府文件将这一过程划分为特征鲜明的不同阶段。接着，本文从新制度经济学的角度对这一演变过程提出了一个统一的逻辑解释框架。
